The German Skilled Workers Immigration Act
The legal basis for living and working in Germany for people from non-EU countries regulates this on 1. March 2020 Skilled Workers Immigration Act entered into force.

General provisions:
(1) The admission of foreign employees is based on the requirements of Germany as a location for business and science, taking into account the conditions on the labor market. They are geared towards the sustainable integration of skilled workers into the labor market and society with the best interests of public safety.
(2) The issue of a residence permit (work permit) to exercise an employment according to this section requires, that
1. a specific job offer,
2. the Federal Labor Agency in accordance with § 39 has agreed; This does not apply, when by law, intergovernmental agreement or the Employment Ordinance, that employment is permitted without the consent of the Federal Employment Agency; in this case, the residence permit can also be refused, if one of the situations of § 40 paragraph 2 or 3 present,
3. a profession permission was granted or is promised, as far as this is necessary, and
4. The equivalence of the qualification has been determined or a recognized foreign or a foreign university degree comparable to a German university degree is available, as far as this is a prerequisite for the issuance of the residence permit.
(3) Personnel in the context of this law is a foreigner, the specialist one
1. has a domestic qualified professional training or a foreign professional qualification equivalent to a domestic qualified professional training (Professional with professional training) or
2. a German, has a recognized foreign university degree or a foreign university degree comparable to a German university degree (Specialist with academic training).
(4) Residence permits for skilled workers in accordance with Sections 18a and 18b are issued for a period of four years or, if the employment relationship or the approval of the Federal Employment Agency are limited to a shorter period, issued for this shorter period. The EU Blue Card is issued or extended for the duration of the employment contract plus three months, if the duration of the employment contract is less than four years.

How do I get professional recognition in Germany:
Professional equivalency assessment in Germany after having completed vocational training in your home country
The application for the determination of equivalence is made in accordance with the Professional Qualifications Determination Act (BQFG) for the reference occupation in the responsibility of German industry- and Chamber of Commerce.
Eligible applicants to determine professional equivalence!
All persons are entitled to apply, who have a state-recognized foreign professional qualification and would like to work in this profession in Germany. Individuals are not eligible to apply, its just about informal, z.B. acquired exclusively through professional experience, Have professional qualifications.
applicant, who do not reside in Germany or. Within the EU / EEA / Switzerland or who are not citizens of the countries mentioned, must also provide evidence, that they would like to work in the profession they have learned in Germany (Employment intent). Suitable documents for this could be: employment contract, contacting employers in Germany, a business concept, Entry visa or application for entry visa (if there is an employment contract).
Right to a job in Germany through equivalency assessment:
